A Competence Platform is being developed

     The State Accreditation Service for Health Care Activities under the Ministry of Health (hereinafter referred to as the Accreditation Service) is implementing the project “Development of the Lithuanian Competence Platform for Health Care Professionals”, which aims to create a unified information system (hereinafter referred to as the Competence Platform). and data on the improvement of the professional qualification or acquisition of competence of alternative health care and other health care activities and pharmacy specialists, on the basis thereof to plan the improvement of the professional qualification of specialists, monitoring its implementation, and supervise compliance with the licensed activity conditions.

     The Competence Platform is a digitized tool for healthcare professionals to collect data on professional development or competence acquisition.

     The Accreditation Service, together with its partners - the State Medicines Control Agency, the Institute of Hygiene, the Lithuanian University of Health Sciences and Vilnius University - will develop a Competence Platform. This platform will be important not only for the project partners, but also for the educational institutions involved in the project, the development organizers and the professionals themselves and their employers.

     The digitalisation of the health sector is gaining in importance today, not only contributing to more effective collaboration between partners, but also addressing the development of professionals. It is important for professionals to be able to find all in-service training programs in one place, to be able to plan their development. Also, based on the data collected in the Competence Platform, they could self-assess their improvement and identify the need to improve the missing competencies.

     The Accreditation Service, the State Medicines Control Agency, will use the data collected in the Competence Platform on the improvement of the professional qualification of specialists when supervising compliance with the conditions of licenses of specialists and institutions. This will significantly reduce the administrative burden for professionals and institutions to monitor compliance with the license conditions every five years, as professionals and their employers will no longer need to collect certificates of improvement events and submit them to the Accreditation Service, the State Medicines Control Agency.

     Educational institutions and development organizers (universities, colleges, training centers, specialty societies, other educational institutions providing professional development courses) will provide the Competence Platform with data on ongoing and coordinated development programs and on professional development events attended by each professional. The Institute of Hygiene will approve data on harmonized professional development programs.

     Health policy at the national level will monitor and plan priority areas for professional development. In the event of an emergency or need, it will be possible to quickly and efficiently identify professionals with the required competencies, provide training to provide them with new or improved existing competencies, and access them through their personal accounts on the Competencies Platform.

     We would like to be glad that at present the specialists actively use the electronic services of the Accreditation Service and submit applications for the issuance of a stamp number, issuance of a license, supervision of compliance with the license conditions, revocation of the license, revocation of the license suspension. 2021 about 99% used electronic services. all professionals who applied. These electronic services are provided on the basis of data from the Register of Licenses for Healthcare and Pharmaceutical Professionals (hereinafter - LICREG). The Development of the Competency Platform will integrate with the LICREG functionality already developed and known and widely used by professionals, linking it to specialist accounts that already contain information and documents used in the licensing process. Accordingly, the Competence Platform will be integrated with the Medicines Information System of the State Medicines Control Agency (VAPRIS), which carries out the licensing process for pharmaceutical specialists, and the Register of Public Health Care Professionals of the Institute of Hygiene.

     The Competence Platform will be open and flexible, ensuring greater transparency and accessibility of the licensing of professionals, including the supervision of licensed activities, and the processes of professional development of these professionals, reducing the administrative burden for professionals and institutions.
