A new approach to health system transformation
The State Accreditation Service for Health Care Activities under the Ministry of Health (hereinafter referred to as the Accreditation Service) notes that in order to ensure the safety of patients and the quality of services provided, apply for an adjustment of the institution's license by waiving some services and submitting applications to others that are new and meet the needs and capabilities of the institution.
Health is vital to everyone. The pandemic has allowed us all to understand the hard, responsible and necessary work of doctors. This period has provided an opportunity to rethink the values and needs of each of us, which has certainly led healthcare institutions to more responsibly review their ability to provide quality services, to protect and motivate existing staff, and to evaluate and try to reorganize the treatment facility.
As the needs of society change and the work culture of personal health care institutions grows, modern management methods are being introduced, and the desire of health care institutions themselves to change is emerging. More and more small hospitals are blocking inpatient personal health care services on their own initiative, seeking and finding alternative service delivery models that meet the needs of patients and the facilities themselves, often initiating the development of specific personal health care services and improving existing ones. One example of such a reform of the organization of services, where the provision of resuscitation and intensive care services has been substantially changed, is the requirements for the provision of intensive care and intensive care services for adults and the provision of anesthesia services recently approved by the Minister of Health. The new approach to possible fundamental structural changes in services and the determination to restructure them have allowed institutions to find their niche and meet the requirements that are acceptable to them and meet the needs of the district society.
The Accreditation Service notes that in order to ensure the safety of patients and the quality of services provided when they do not partially meet the requirements of personal health care, without waiting for the completion of inspections and instructions from the Accreditation Authority, they apply for emerging and meeting the needs and capabilities of the institution when submitting applications.
The Accreditation Service currently supervises the license conditions of 13 district-level personal health care institutions providing inpatient personal health care services and assesses the compliance of the provision of surgery, pediatric diseases, obstetrics and gynecology, resuscitation and intensive care services with the applicable legal requirements. Four hospitals suspended the licensed right to provide inpatient pediatric services on their own initiative.
The Accreditation Service detects systemic problems, in particular the lack of specialists in the narrow specialization, who should ensure the continuous provision of endoscopy, ultrasound and laboratory diagnostic services around the clock. Institutions are required to seek organizational solutions, review performance and correct inconsistencies within a set timeframe. By June, the Accreditation Service will make final decisions on the compliance of services provided by specific bodies with the legal requirements. After summarizing and analyzing the findings, the Accreditation Service will submit systematic proposals to the Ministry of Health of the Republic of Lithuania regarding the improvement of the organization of health care services.
Nora Ribokienė, Director of the Accreditation Service, welcomes the awareness of the institutions themselves, encourages them to self-assess the possibilities of providing personal health care services and make the most appropriate decisions for them, thus ensuring the availability, quality and safety of services to patients.
