Competence platform for healthcare professionals

In December 2022, the State Accreditation Service for Health Care Activities under the Ministry of Health Protection (hereinafter referred to as the Accreditation Service) and the Public Enterprise Central Project Management Agency (hereinafter referred to as the administrative body) signed the project "CREATION OF HEALTHCARE SPECIALIST COMPETENCIES PLATFORM" (project code No. 09-001 -P-0001) financing and administration agreement.

The project budget is EUR 2,299,760.10. The project is implemented with partners: VšĮ Vilnius University, Lithuanian University of Health Sciences, Institute of Hygiene (hereinafter - HI) and the State Drug Control Service under the Ministry of Health of the Republic of Lithuania (hereinafter - VVKT). The goal of the project is to create a Competences platform, based on the data of which it would be possible to plan the professional qualification development of health care specialists, monitor and evaluate its implementation, supervise compliance with the conditions of licensed activity, and ensure the interaction of all participants in the professional qualification development process of Specialist Competencies.

Project target groups:

The Accreditation Service will issue licenses for health care professionals and institutions and supervise compliance with the conditions of licensed activity;

VVKT will carry out licensing and supervision of pharmaceutical specialists;

Health care specialists will evaluate their existing competences and draw up an annual competence improvement plan, choose improvement programs;

Persons who approve the Specialists' self-assessment questionnaire and the annual competence improvement plan on the Competence Platform in accordance with the procedure established by the Minister of Health, will approve the Specialists' self-assessment questionnaire and the annual competence improvement plan;

Medical institutions and pharmacies will plan the needs of improving the professional competences of their institution and health care specialists;

Educational institutions and professional development organizers will provide data on coordinated development programs, provide data on electronic certificates issued to specialists who participated in professional qualification development events or trainings;

Municipalities will carry out monitoring of professional qualification improvement of subordinate budgetary and public medical institutions specialists;

The Ministry of Health Protection will plan the priority directions for improving the qualifications of specialists;

HI will coordinate professional development events.

The project aims to create a system for the analysis and assessment of personal health care quality indicators, as well as to implement technological solutions that would link the licenses of health professionals with mandatory qualification improvement, thus ensuring more effective monitoring and supervision of the updating of health care and pharmaceutical specialists' competencies. After creating the Competences platform, it would be integrated with the relevant state information systems and registers. Education providers and improvement organizers will provide data on completed professional qualification improvement of specialists directly to the Competences platform, which will contain information on all coordinated training programs for specialists. The competence platform will implement a module for the evaluation of specialists' competences. Data on the improvement of professional qualifications will be used to effectively manage competences and determine the need for specialists and competences, training. Competence platform data will be used to manage emergency situations, selecting concentrated necessary data on specialists, their qualifications and availability. It is planned that the creation of the Competence Platform will benefit not only the Accreditation Service, project partners, other target groups, but also all Lithuanian patients due to a significantly simpler, reduced administrative burden for healthcare professionals.
