Institutions must manage patient data electronically in the e. health system

The State Accreditation Service for Health Care Activities under the Ministry of Health Protection (hereinafter referred to as the Accreditation Service) reminds that medical institutions that have not yet signed an agreement with the Registry Center regarding the management of patient health information e. health system, should do so by September 1 of this year. On that day, the amendment to the Law on Health Care Institutions adopted by the Seimas last December comes into force, obliging the mandatory use of the State Electronic Health Services and Cooperation Infrastructure Information System (ESPBI IS), commonly called e. health system. For medical facilities that will not continue to use e. health system to manage patient health data, licenses will be suspended. We remind you that, in order to ensure high-quality and modern health care services for residents, the Ministry of Health has already since 2018. March 1 obliged medical institutions to manage patients' health data e. health system. Most of them started doing it on time, some joined gradually, but some institutions, especially those providing dental services, still do not use e. health system. Please note that the unified use of the e. health system is a significant factor that ensures high-quality, modern health care services for patients: the electronic health history of ESPBI IS records all information about the patient's health history, the patient and his doctor can see the data of the performed tests, medical images, diagnoses, prescribed prescriptions, referrals, X-rays, ordered and issued certificates, consultation registrations and other important information. ESPBI IS allows patients to view their health data, appoint a representative and act as representatives on behalf of other patients. Using ESPBI IS, doctors see electronic health records, have quick access to patient detailed health information, e-prescribed. prescriptions, electronic registration, electronic medical certificates, also prescribes drugs and issues electronic prescriptions, so patients only need to show their identity document when purchasing drugs and medical equipment. Personal data are processed in ESPBI IS in order to provide patients with services related to wellness activities, to identify patients and specialists performing wellness activities. It should be mentioned that the Accreditation Service, having discovered during inspections the facts that mandatory health data of patients are not processed electronically, finds violations in the provision of health care services and applies control measures or sanctions to the institution. It should be noted that in order to provide and receive data from e. health systems and to use the Advance Patient Registration Information System (IPR IS), medical institutions must sign an agreement with ESPBI IS and IPR IS main administrator - the Registry Center.
