Ukrainian medical staff employment conditions in Lithuania are facilitated

In order to accelerate the integration of health care professionals arriving in Lithuania into the labor market, the State Accreditation Service for Health Care Activities under the Ministry of Health (hereinafter referred to as the Accreditation Service) shall accelerate the Ukraine to the Republic of Lithuania due to the military action of the Russian Federation in Ukraine, the process of recognition of professional qualifications and simplified the conditions for issuing licenses for specialists in personal health care practice.

We note that a doctor from Ukraine who wants to start working as a personal health care professional (doctor, dentist, midwife, general practice nurse, biomedical technologist, oral hygienist, dental technician, dietician, occupational therapist, dental assistant, advanced practice nurse, advanced practitioner) , physiotherapist, therapeutic massage specialist, medical biologist, medical geneticist, medical psychologist, optometrist, paramedic, radiology technologist, paramedic) in Lithuania, must first apply to the Accreditation Service for recognition of the acquired professional qualification. Once a professional qualification has been recognized, you must apply for a license.

When applying for and recognizing a professional qualification, Ukrainians will not be required to submit a certificate from the Study Quality Assessment Center (SKVC) on the assessment and academic recognition of a higher education qualification obtained abroad. The Accreditation Service itself will apply to SKVC for the evaluation and academic recognition of higher education qualifications of Ukrainian medics obtained abroad. The time of the recognition procedure will be shortened. The Accreditation Service will take a decision on the recognition of a professional qualification within 1 month from the submission of the application and all the required documents, without complying with the 3-month assessment deadline set by law.

In order to facilitate employment conditions, the relevant licensing rules for doctors, midwives, nurses, dentists and other personal health professionals have been changed and Ukrainians, unlike other applicants seeking such licenses, will not be required to submit documents proving the right to live and work. In the Republic of Lithuania, documents confirming at least three years of legal relevant practice during the last five years prior to registration of the license application, documents confirming that the applicant has improved his / her professional qualifications and documents confirming that the applicant's official language category meets the requirements of the Government of the Republic of Lithuania requirements. The latter document will need to be submitted within one year of the issuance of the license, and when applying for a license, only the document confirming that the Ukrainian has started learning the state language will need to be submitted.

More detailed information in Lithuanian and Russian on the procedure for the recognition of professional qualifications and the issuance of a license to Ukrainians can be found here.

"The Accreditation Service, recognizing the particularly difficult situation and following the principles of solidarity and humanism, has accelerated the process of recognizing the professional qualifications of Ukrainian physicians and initiated the facilitation of the licensing conditions. We hope that this will make it easier for physicians who have escaped the war to integrate into our health sector and will be an important help to both Lithuanian health professionals and patients” said Nora Ribokienė, Director of the Accreditation Service.
